This achievement can be obtained by doing the „Saving Souls“ Heroic Encounter located in the very north of Vallenhas map.
You will have to kill several groups of mobs and free 4 citizens. Those 4 citizens will count towards the achievement.

The Preyed Upon heroic event seems to provide 3 every time. For Saving Souls, it seems only ones you personally release count, I didn't get 4 every time. Also make sure to do it when there is double avernus currency, I got probabably 40 juma bags grinding out the achievement.
