To earn this achievement you need to reach 200 level of every skill that you can get.
It's better to take your time and don't try to progress too much in gathering skills at the very low level. Actually, starting gathering on a big scale is most effective on end-game levels, because of the harder, better, faster, stronger gear, which is accessible after 50+, 60+ levels.
In order to gain level in gathering faster, I recommend to do fraction missions and spend fraction points on buffs at fraction store, that you can later craft to a Book of Knowledge at crafting station to gain experience in gathering.
