You'll unlock the Netherworld after defeating Omnicron for the first time. There are 41 fragments scattered around the Netherworld and they're all on your way or in dead ends. You can't really miss some. If you somehow miss one you can get an extra one in the former Nexolords house that is in the frozen tundra (next to the cave where you got the first crystal).
It's adviced to do the fire gate first to get Fenrirs ability that can extinguish the black flames that block access to fragments.
Collect all 41, return to the "real" world after defeating Ziegler and defeat Omnicron a second time (in the first city). You'll automatically talk to Miriam after defeating him and she'll talk about the radar. Talk to her again and you'll get the radar.
