This refers to your overall level an not the level of your party members. You level up each time your party gets experience (fights or special tiles that offer XP). The level progress only saves if you save and quit after beating a boss.
I had a random encounter on level 4 that gave me "the hardest trial" (2 bosses that give you ending 7). This gives a huge chunk of XP but it doesn't save the progress. Don't waste your time like I did.
All in all it took me almost 5 runs to reach level 10. Enemies on level 4 and 5 give more XP. The first three levels are not really worth it so go and find the boss quickly to advance.

Wanted to post this so no one else makes the same mistake I did:
Once you beat the dragon you have to start a New Game. Continue after that first time will just keep you in an infinite loop of non-progress.
Wasted about an hour thinking each continue would, y'know, continue. Figured it was just another of several present glitches keeping me stuck at level 8. 😅

This will unlock when your overall level reaches 10. You also unlock Newbie (50G) and 5 level (75G) for hitting Level 2 and Level 5. This is cumulative so even if you start a new game, it will carry over.
