In order to earn this achievement, you need to fire a rocket that does (at least) one flip and lands on it's feet, so it looks like it did before you launched it. Also the rocket cannot explode.
You might get this through normal gameplay, but personally it was one of my last ones.

Alternatively, I used a slightly different build that also seems to work:
- From the Scrap section, use the Table Saw.
- From the Scrap section, use the Subframe. Place it around the base of the Table Saw.
- From the Boosters section, use 3 Big Booster. Place them facing up; 1 on the left, 1 in the center, 1 on the right.
- From the Boosters section, use 1 Big Booster. Place it diagonally, so it touches the arm of the Subframe and the corner of the Table.
- All 3 rockets trigger at the same time, so you don't need to worry about the timing mechanism.
