You need to launch a rocket that earns the tag Dress-up - For using a mannequin and combining it with ten parts from other sets.
As you progress through the story you'll earn lots of items you can use in the Trash, Toys, Bike, Other etc. - any of those can count towards the ten. There are no technical requirements for the launch, so you can throw any booster or engine in if you'd like.

I used 10 pieces of structure parts (not sure if boosters/engines counted) from the rocket kit, trash and toys categories. It doesn't have to even fly. Mine fell over immediately.
