This is unlocked for getting the viral tag called Exosphere
The tag is rewarded for reaching 690 kms
The achievement is not rewarded until you get to finish screen. I flew out to 2500km, which took a while so don't do that.
The rocket you build for the final mission should be capable of this, launch with no payload, go straight up without any horizontal drift and wait a couple of minutes until you reach the height.
