Just create 10 plays. If you don't actually want to do it, just pick a play and don't change anything, just choose to keep it at the end.

Going into the "create a play" screen in Career Mode(even if you don't create a play) permanently turns off injuries for that career from that point forward. This leaves any injured player permanently injured.
If you would like to avoid this problem and still get the 10 plays created season goal, just choose to download plays. then pick 10 different plays. They can be ones you've already downloaded before on another season.
