Start a season with a really bad team like the Raiders. Simulate the training camp part and you should get it. if you don't just re-sim and you should get it within a couple tries.

Don't know if anybody is still playing this game but this solution works perfectly because the Raiders have the No. 1 Draft Selection.

everyone you draft is on the list of training camp invites. simply draft a player with a potential >90 and you will get this. You have to scout a player to 100% to see their potential before drafting them.

People seem to be having a little bit of trouble with this achievement. What you want to do is make sure you draft a player with a high potential rating, which would pretty much mean he needs to be a Top 10 Draftee. Now you can sim and get this achievement, but you might want to actually get this one by doing the Practices during Training Camp.
Now during Training Camp, stay on the Main Clipboard and "Gameplan" should show up. After selecting Gameplan, select Train Rookie which will make his potential go up some. You can do this every day during Training Camp or you can sim and hopefully you get the achievement like I did.

I had a lot of trouble with this one. I simulated everything through 4 different training camps with the Raiders and had no luck. On the fifth attempt, I drafted Darren McFadden manually, and then used the Gameplan feature during training camp and selected Train Rookie. I kept this up through the second preseason game. At that point, the game revealed a 97 potential. I then simmed to the beginning of the regular season, and then it popped.
I'm not sure if an update to this game is why I had issues initially. Waiting for the regular season seems counter intuitive for this achievement.
