This works the same way as the "Create a Skater" achievement: Go into the Create options and create a goalie. Then create a custom team, and add your created goalie to the roster.
After doing the above, start and complete a Play Now game with your created team; once the game is finished (it doesn't matter if you win or lose) the achievement is unlocked. The created goalie doesn't even have to play in the game if you don't want to use him; just as long as he's dressed as the backup you'll get the achievement.
