There's a few ways to get this but basically you want to make one super team. You can edit the rosters of your favorite team manually by adding all the leagues top players or at the team select screen in Be A GM press X and substitute your team for one of the all-star teams. If you edited your team make sure to save the rosters when your done.
Now go into Be a GM mode and turn the salary cap, CPU trades, and CPU waivers off and set the playoffs to one game series since its quicker and easier to sim. Also if using a super team with edited rosters make sure to select "current rosters" not the default ones. Now at the select team screen press X and sub all the other teams in the NHL with weak teams from the other leagues (anyone under 80 overall will work fine) then select your super team or sub the last team for the all-stars.
Begin your season and either play through the games for some other achievements or just sim the whole season away. With your super team and everyone else a weak team you can easily get 110-140 points per season, so making the playoffs is a certainty. You can play the playoff games or sim them but if you sim make sure to save before hand in case you lose. Win the stanley cup and sim through the off season and the draft. Make sure to re-sign any of your players that need it during the offseason.
I got the achievement after about 5 years of simming and winning the cup in 3 of those years. Good luck

i made it to the legendary plaque, but the achievement didn't pop. what is considered medium difficulty?

i sim the season until the playoffs, but then make sure I don't get knocked out once i get there.... will I not be able to get the achievement, if I say.... put the cpu goalie reaction to zero before the game starts?

Put GM mode on hard with salary cap etc. and enjoy, it'll pop max by season 5. NHL is NEVER a good idea if your cheevo hunting (chievements are lame). Really a game for purists who enjoy it.

I've just about nailed it in 3, without using a super team. Picked up a few lucky free agents (Zdeno Chara and Carey Price). If you keep trades and waivers on you'll get it faster because of the points you get for trades. Even 3, 4 and 5 point achievements all add up quickly. If you win consistantly and just sim games til the last 5 minutes and annihilate the CPU you'll get this achievement easily.

Before starting GM Mode, you will need to make some roster changes. Basically take the best players from the Eastern & Western Conference and put them on the Tampa Bay Lightning (they have the lowest Legend Plaque requirement). Do this by going to the main menu, My NHL 11 >> Roster Management >> Player Movement.

Once you start Be a GM and get to the select team option, if you press on a team, you can swap it out for a different team. So all you do know is swap out all the NHL teams (except Tampa) with the worst teams from all the other Leagues. Also be sure to turn salary cap off,trading off, and Playoffs to 1 game series (sweep the payoffs).

Now you will just need to simulate through until you get the achievement. Depending on how your team does, you can get it done between 4 - 6 years of simulating. I personally would just Sim through until the playoffs started, then backup the save on a USB and sim through the playoffs until I won the Cup. If I lost, I would load the backup.

During each off-season, all you have to do is resign your players that have had their contracts expire. This achievement is actually very easy and only takes a couple hours of simulating.
