You could easily boost this by going in to a lobby and inviting your friend to a game, then waiting until overtime and scoring a goal.
In the case that you are looking to do this legitimately, you can go in to ranked and play a game normally. If you're winning in the last minute, you can pull your goalie and score on yourself to take it to overtime, then attempt to win before the shootout.
It's important to note that if the game goes to a shootout, the achievement will NOT unlock. The achievement will also NOT unlock in unranked.
If you're good at the game you can probably set yourself up for this one fairly easily. If you aren't, you'll get it soon enough. Just be persistent.

Just a little note... I did not get this achievement by winning on a penalty shot in overtime. Could just be coincidence or a bug or something, but try to make sure you score during normal game play

Penalty shot is fine. You still won it in overtime, not in the shootout. Different parts of the game.
