After you have opened a few packs of cards go into your collection and make a note of the NHL teams you do not have players for. You will notice the number at the very bottom of the screen. The all-star teams do not have any players so they do not apply. Next go into the trading menu and hit "search for item." it will bring you to a search menu. The search type should be set to "players" by default. Next go down the menu to league and set it to "NHL", then set team to one of the teams you don't own a player for (ex. Nashville.) To narrow the search to get the best value, set the "buy now maximum" to around 500 and press the Y button to search. Find the lowest price and buy the card and then send that player to your roster or collection. Repeat until you have one player from all thirty teams. Once you have all thirty go to your collection and the achievement will pop.
Theoretically, if you have to buy all 30 cards at 500 pucks each, the most you should have to spend is 15,000. I started with about over half of the NHL teams and I don't regret spending a single puck.
