Credit goes to Darnok for the extra NEEDED info to unlock this achievement. After you finally acquire your A+ coach, you will have to do one more additional thing to guarantee that you'll have the money to rehire the coach after you fire him.
Youll notice attempt after attempt, youll never have enough budget to re-hire him because the penalty for IMMEDIATELY firing the coach right of the bat barely takes away from the coaching budget.
In order to acquire a good budget, SIMULATE 2 TO 3 MONTHS of the season before you fire the A+ coach. This lowers your penalty thus gives you tons of budget needed to rehire the coach.

Same solution as last year. This one is luck dependent. Start a new franchise, I always choose Maple Leaves, don't know if it makes a difference. Right after you start it, go to the coaching tab and check the ratings of your head coach. This seems to be randomly generated and I have gotten A-, A or A+. If it's A- or A, quit without saving and start again.
If your coach is A+, then fire him. Remember to make a save here, just in case you run into any money issues when resigning him. In my case, I also fired the 3 other senior coaches to save $ in the budget. Name one of your AHL coaches as your interim NHL head coach. Then go to hire coach (menu button), and try to rehire the coach you just fired. Skip ahead a couple of days and wait for his response. In my case, I had problems with rehiring him because he didn't like my market or whatever. During the couple days I skipped, the owner approached me and asked me to adjust the budget. I max-ed out coaching budget and gave the coach another offer with max allowable budget and got him to sign after simming a couple more days. Achievement pops right when he agrees.
Hope this works for everyone. It took me about 15 franchise resets.

I've now spent about 3h just starting the franchise mode over and over again...
Tried 30 times with Tampa, 20 times with Toronto, 10 with Vancover, 5 with Caps and another ~10 with just random teams.
Despite giving it 75+ tries I still havn't come across ONE single A+ rated coach. I've definitely been given more A- than regular A aswell, and I even got a B rated coach once.
Compared to the teams listed above, is there maybe another team due to todays roster updates which will up the odds of getting an A+ rated coach?
Or does anyone have a solution to this that actually work? Preferably one that doesn't involve just pure luck.
I read somewhere that the coaches can become better as the seasons go by. In that case maybe it's less time consuming to start of with a A rated coach and just sim a couple of seasons. Then fire/re-sign him.
Is there anyone who can confirm that the coaches ratings can go up and if so, about how long time will it take and does the team need to perform on a certain level for the coach to get better?

Good method, but I will add some advice through my own learnings.
1) Set your favorite team to who you want to attempt for this achievement, it will help reduce clicks when selecting the team.
2) Even though you quit without saving it saves your franchise, if you don't mess with auto saving. You get like 20 saves, so once you max out you need to delete saves or play Russian roulette with continuing without saving.
3) I tried the latter of #2 and it backfired. I did Toronto about 25 times and never got an A+, I looked to last year's solution and tried Montreal and got it on the 5th time. I fired the A+ coach and my other coaches to get down to the minimum of 3. The first offer to the free agent A+ coach he said he didn't like the market, the second time he accepted but I didn't have the budget (I missed the max budget number staring me in the face). Attempt #3 I offer the max I could went back to sim and pressed B one too many times. ***DO NOT MAKE THIS MISTAKE*** if you are rolling the dice on continuing without saving there is no warning screen if you press B on the hub. It will kick you to the main menu and your progress will not be saved.
So after an additional 60+ attempts I finally got another A+ coach, but this time I only had $4.3M in budget with Montreal. I fired the high paid coaches and reallocated the budget to coaching, but he wasn't having it. He was complaining about low quality of team (nice back handed comment of a team he was just coach of...).
On to attempt #3. After about 25 more attempts with Montreal got another A+. Tried to re-hire he didn't like the quality. I added better player, same response. Dropped quality players, same reply. Got fired after year 1 and relocated to the Blues. I tried to hire him and he said the market was too small.
The journey continues. If anyone has other ideas please share because it was not this hard last year...
***UPDATE***GOT IT! I cleared my saved after they filled and next A+ got it after he actually wanted more years and less money, 365 days until I have to do that again.
