If you plan on actually playing Franchise Mode you'll do this organically and want to consider how you place your scouts, but if you just want the points, here's the quick way.
Start a franchise mode and choose the standard start, rather than expansion. Put in your owner name, and get through to the main menu. Under "Assign Scout" just click any scout's name, hit Y for "move region" and send them to any of the 3 divisions listed (they're the ones in Canada.) As soon as you finish sending them, the achievement will pop.
