A between the legs shot is accomplished by holding the Left Bumper and while holding it, click in the Right Thumb Stick and immediately flick up on the Right Thumb Stick.

You want to be driving in a straight line up towards the opponent's goal while doing this in order to in order to unlock the achievement. It can be done in any mode, but is much easier boosting online where your partner can pull the goalie (done by pressing Left Bumper and the Back Button) or with two controllers where you can pull the goalie.
