Easiest way I found to do this is in NHL Threes. Pick an All Stars Team. I used the Atlantic. When you get into the game, go to the game settings and turn all CPU goalie sliders to 0, and Human goalie sliders to 100.
Also, Seattle seems to have the lowest offensive rating so I played against them.
I still had to make a few saves, but the other goalie was a sieve.
My first attempt with these slider settings I got the achievement.

I agree, Threes is the way to go. I didn't adjust any sliders, but played against Japan. I had the bonus(?) puck turned on and when the -2 puck comes up, if your team scores, it'll erase the opponents goals. I played with the target of 3 goals. I was down 2-1, my team scored with the -2 puck, put us up 2-0, and we scored again to win 3-0, and it still gave me the achievement

I wasn't sure if the negative goal bonuses would count as a SO or not. The opportunity never came up for me.
