From the Main Menu choose Offline and then Franchise Mode. Choose Authentic, type in a name, choose a team, and go through the settings until you get control again. None of the settings matter so just click though them.
On the Main Menu, scroll over to Team Management and go down to Assign Scout. Select any scout not assigned to a CHL Team and press the Y Button. This will bring up a world map, select North America, then CHL, and select a WHL, OHL, or QMJHL region to send them there. The achievement will pop right after.
