I was able to get this unlocked by heading over to the shootout mode under More in the main menu. To do a between the legs shot you have press and hold 
and then press and hold the 
. So both buttons are being held at the same time, but have to be done separately to setup the between the legs. The player will then hold the puck between their legs and while you are holding the puck press 
to shoot. Aiming is a little more difficult because of the difficulty of the type of shot.
For context in the shootout I chose the All star Atlantic Team vs International France team.

I did the above vs Japan. Make sure to change the difficulty to Rookie, if you haven't already.

Even easier if you have 2 controllers, just use controller 2 for the goalie and move them out of the way.
