I was able to get this achievement without spending points in the auction house or buying anything. The only packs I got were the free daily and ones for beating the first few tiers of HUT Challenges.
From the Main Menu navigate to Hockey Ultimate Team (HUT).
After you've created a team, RB (in the HUT menu) over to My Team.
Then select My Collection.
Here you should see the collection packs of players/items you can collect.
Select a collection to search for a player you have. Example - I selected "X-Factor".
Then hit LT and select "owned".
This should show you any cards/players that you have collected in that pack.
Click a player in that pack and on the next screen hopefully you see "search auction house" (which as of 28Aug2024 seems to be down), and "Player Info/Upgrades". Not all players will have the "Player info/upgrades" option. In fact, I had to search through about 15 of my players before I found one. Seems that the low rated players don't have this option.
In the next screen, you'll have to "A button" a few quick tutorial pop ups if you haven't done this before.
Once you have free control, at the top you'll see TIER 1.
Hit RB to Tier 2, then select "Purchase Tier". It cost me 500 coins. You should have this after a little game play.
Purchase the tier using coins, and BAM, Achievement!
My player was Mitchell Marner, on the Toronto Maple Leafs under the X-Factor collection.
