To confirm, I've just tried and this Achievement is UNOBTAINABLE.

Can confirm you can still get this after July 1st.

With 2K Sports turning off all features but matchmaking, you are no longer able to achieve this achievement. So if you have not achieved this prior to the server shutdown, you will be unable to 100% this game.
