This is one achievement that requires post game playtime.
Once you've got all 100 citizens recruited, you'll need 1.5 million Kingsguilders and 64 facilities built (1.5mil sounds a lot but if you've been upgrading your coffers and your facilities it'll come sooner than you think. Your citizens will also ask for help with tasks which can help you boost your funds)
Once you've got this, upgrade the Castle to level 4 and voila! One achievement
