You can achieve this after recruiting the kingdom of Broadleaf on your side. I was stuck at 46 citizens before finishing Broadleaf and acquiring the Zeppelin. I received the Zeppelin and immediately entered Broadleaf again to accept all sidequests and went to Hyrdopolis to receive 3 more sidequests. This will get you more than 50 citizens before continuing the story after leaving Broadleaf with the Zeppelin.
Remember to check Swift Solutions in Hydropolis for more citizens however I had no new citizens available at Swift Solutions after acquiring the Zeppelin and before continuing the story inside the Evermore castle.
