You get this achievement for defeating an opponent with a higher rating than you in competitive 5 times. Luckily you can do this in a private lobby with one other person. Just have the person with the higher ranking suicide 3 times and flip when you have the higher rating. Shouldn't take more than 10 - 15 minutes.

For anyone looking to get this legit, it does not have to be the same person 5 times. It can be 5 different opponents and it doesn't have to be in a row. It seemed a little ambiguous so I thought I'd mention it

This must be done in Competitive mode, as quickplay matches don't have ratings. The online portion of this game is a ghost town so this most likely will need to be boosted. While boosting, just make sure that you lose a few matches to lower your rating if it gets too high. Matches played in Competitive mode will also contribute toward World Domination is at Hand! .
Note: This achievement CANNOT be done in regular Quickplay mode in the Online section. It must be done in either Competitive Quickplay or Online Sessions.
Because this achievement can be done in Online Sessions, you can surprisingly create a private session to easily boost this with someone (although boosting via Competitive Quickplay is equally easy, since no one is actively playing it). Join either with a boosting partner, and you'll both start at the same rating (400). Just take turns killing yourselves and losing. When the first player does it, it'll put the second at a higher rating. Basically, just have the person with a higher rating kill themselves each match. After the first match to offset your ratings, you should be alternating back and forth with wins, and after 11 match (the first one plus five per player), you will each unlock this achievement.

If you are knocking out without a partner, please note that victories over an opponent with the same rating do not count towards the score.
