Can be done easily solo (turn auto acceleration off in pause menu)
Pick multiplayer 2 players
Free race then team race.
I used birthday bash.
Now at start of race there is row of power ups close to start of race
Drive up pick up a power up and used it. Then hold
to reverse back over power up to get another one.
Keep doing this till you get a gavel (wooden hammer)
Now with controller 2 do same thing till you get the gavel.
Now at same time press
at the same time on both controllers and the achievement will unlock during race.

If the achievement doesn’t pop, restart your game and you should unlock it before you hit the title screen.

I did exactly what you said and sure enough, the achievement popped after restarting the game. OP, feel free to edit your solution with Chaptxr's tidbit of info.

For this one you need to do the Team Race in local multiplayer mode. The "co-operative special attack" mentioned in the description is just a fancy name for the weird hammer item that is only available in the Team Race mode.

First, both players need to pick up the hammer item and be holding it at the same time. Once you both have it, Player 1 has to use the item, then after using it, both Player 1 and Player 2 have to hit A at the same time. Correct me if I'm wrong (I only tried it a few times), but to me the timing window seemed to be pretty forgiving. If you pull it off, you should see your opponents get smacked by a hammer which is very satisfying.
It should be noted that this achievement did not pop when I pulled off the move. I tried it about 4 times and still didn't get anything. However, I restarted the game and it popped before I even hit the title screen. Hopefully that's the fix for it if anyone else has any issues.
