While controlling 9S, holding down 
and will cause him to self-destruct. This does not kill him; however it blows his pants off and leaves him in said certain state. His pants will be reset if you leave an area or fast travel, in which you can just hold down the sticks again to blow them back off. Keep doing this while you advance down route B as 9S and you will earn this while playing. As with most achievements, this can be bought in the achievement shop for 50,000 G after completing the game.
