She is a chef that just lost a star and is closing her restaurant. Towards the end of the conversation she will invite you to have dinner at her place. You need to accept and the achievement will unlock.

Can't seem to spawn her. Does she only spawn on Angel of Death case? Or does she appears on other cases as well? What's the usual Night she appears and where?

Since she is one of the main suspects I assume she only appears in that case. The spawn is completely random, try to refuse others passengers until she appears.

to get her to spawn I had to visit a gas station on day 2 and 3 and she only appeared up by the northern gas station

also you have to answer positivly to enter the restaurant (don't pick I can't or no), then accept the alcohol (which is the achievement), and then look around the restaurant if you want to unlock some extra passidex. +1
