Unlocked description: You heard something on Shohreh's ghost station.
Passenger: Shohreh Prévert
She hears frequencies and at some point in the conversation she will ask if you hear something too. I said yes and picked the "chorus" option. I'm not sure if any of the other options will trigger the achievement.
Also running into Shohreh seems to void any random event with ghosts (Janet and Ludwig but not your alter ego), so use that to your advantage.
According to Calex dEUS: "waves" also unlocks the achievement.
