This for spying on Geraldine. After she exits the cab chose to stay and watch her.
She seems to be one of the rarer seen characters. Not sure if this matters but having finished all 3 cases, some more than once I chose to start a random new game. I encountered her and a few other new faces.

did you have to meet anita first? she mentioned Geraldine but I never saw her, I waited after I dropped off anita but it didn't pop.

yes, anita is needed. Anita is talking when you pick Geraldine up. She popped up the next night after I drove anita. if you can't find her, drive anita first. geraldine has sun glasses and light (grey in all) hair.
