This achievement is for unlocking 98% of the Passidex entries which is equal to 390 in total. Please note that the bottom row of entries will count towards the 390 unlocked entries but do not change the unlock requirements (still 390 entries versus all 420). It is also a buggy achievement that may unlock early or late by several entries. Just an FYI for anyone attempting this on the 1.37 patch: this unlocked for me exactly at 390 entries. So many entries that should make this a much shorter game are broken.
I believe you can no longer get the "Meet Jim M" entry with this version, which literally added another 5 hours to my game time.
