Make sure you update the game to the latest version. I did this in free roam mode.
Get clients until you find the politician Vicent (bald guy) and then choose to say nothing at every opportunity.
He will leave and you will get the cheevo.

I've tried this 5 times and the achievement never unlocks. I always 'say nothing', yet nothing.
