I have redone both the angel of death and judge cases post patch. Had sandman arrested from before the patch. For angle of death I used an old save and made a new save today for the judge and now have this.
They both played out the same and ended the same but I got the achievement which leads me to believe the achievement was bugged prior to the patch and badly worded. I think you just need to see all 3 cases through to completion.
If you have saves at the end of night 6 from prior to the patch can you play them to the end and see if you get this ? Might save you replaying entire stories.

Just completed this. All i had to do was replay the judge ending and it pop'd straight away. Seems they just patched the achievement to mean 'complete all cases'

I also just needed to replay night 7 for Angel of Death and The Judge with both suspects dieing and it still popped.

I will update with specificity but as of today unlocked this for Windows and Xbox so I can confirm I know how to do this one.
The achiev description is misleading- you DO NOT need to arrest all of the killers. In fact i'm confident you can't.
You will arrest the Sandman
The angel of death will be shot to death
the Judge will kill himself
The Judge needs to know that Busset IS working with you AND that she DOES have evidence against him. AGREE to take him to the bench when he asks for 5 minutes. also ask if he wants you to join him. simple as that
The angel of death you need to buy time at each possible ask. Be confused as to what she is talking about, you can add in that you killed someone though I don't believe this is necessary. (I've done this one the most and so Ive explored all options thinking this is where I was stuck but it was the Judge that popped it last for me). As soon as she starts talking about how she didnt always agree with Jesus you will pull up to an area where she will run out and... expire.
The sandman can be arrested. You are going to tell him you work for that group. Tell him you know where the CEO lives. Continue to let him believe you are taking him there. He will be arrested without issue.
