The following people require you to complete journeys before you meet them.
Complete the cat Crouky to get Francine Gayard.
Complete the guy in cosplay Hugo Delanney to get the next guy in cosplay Childeric de Prahan.
Complete Esmeralda Pham to get her mother Ariane Pham .

The following people require you to drive around not picking up passengers to get.
Houssine
Janet Cho
Ludwig
Camille Antoine

When you are down to the last few people you need to complete.
Drive from person to person and refuse them until you find the people you need. Go all around the map by going to garages and leaving to repopulate the map. Different people appear at different places on the map.

Were any dependent on the case you do or did it matter?

I cant say for certainty. I played through the game way too many times and just randomly picked cases. I think the likes of Houssine only appears in the third case.

It's true that some passengers randomly appears while you are driving around, but in my many playthrough they also show up in my taxi while I was going to pick up some other passengers.

Do you know where does Djenabou Henri comes out? It´s the 10th on the third line, its the only one I need for the achievement

With the recent update, this now requires the 14 new characters to be found as well. I got it today after meeting Myrtille, one of the new characters that asks you a riddle when you pick her up

the new update also comes with a free roam mode that makes collecting all passidex people/convos a ton easier!

Hello, thanks for your tips, but, need 3th and Djenabou Henri.. don't spawn anywhere after more 30 playthrough.. Do you have some more tips plz ?
