On the first day of Part 2 (Day 4), the stairs to the church will be finally open, and the lightstreet to its left repaired, allowing you to jump on the power lines and reach this place:
Interact with the window and go inside. Then, all the way to the left until you find a giant mascot. Interact with it to find a couple of rats.
After that, go to the pretzel stand inside the underground tunnel, and you'll find a minigame where you'll try to steal a pretzel. Move your hand with
and hold 
to grab the pretzel. When the dog head on the top right starts looking left, release all the buttons, and wait until he looks right again so you can continue moving.
Once you have the pretzel, go back to the rats and feed them for the achievement.
Repeat the "stealing pretzel" and "feeding" twice more in the following days for another achievement.

Somehow I unlocked the Miracle Rats achievement (feeding 3 times), but not this one (feeding them the first time). Hopefully, it's just some kind of weird delay though, and it unlocks later.
Edit - This achievement unlocked during my second playthrough. I made sure to feed the rats again, and the achievement unlocked at the first feeding like it was supposed to do.
