On Day 9 (second day of Part 3) you'll find Germ near the Food Donkey. Talk to him and agree to hang out. In a short scene, you'll meet Rabies.
On the next day, walk right from your house until you reach the bridge that you saw in Germ's scene. Sit on it and wait for a few seconds. After a bit of dialogue, the achievement will pop.

Hang out with Germ under the bridge and come back and sit on the bridge later. After a while, Rabies the Trash King will show up and the achievement unlocks after you talk to him.
