On Day 9, you'll find a guy playing a violin on a roof above the church steps. Talk to him.
After that, enter the now open building where Gregg lives and take the stairs to the roof. Go left until you reach a door, and enter. Inside there will be another lonely musician. Talk to him.
On Day 10, repeat the process. Talk to the guy in the roof, then to the guy inside the building.
On Day 11, go inside the building and talk to them. The achievement will unlock after the conversation.

For some reason didn't work for me. They played music together in the sewers even, but achievement didn't unlock.
