At the start of Part 2: Weird Autumn (Day 4), you'll find Mr. Chazokov on the roof of the first building in the street where Selma and the Porch Bird are.
Talk to him, and agree to watch the stars with him. This will start a minigame where you scout the sky looking for stars. The cursor will shake and your controller will vibrate when you're near one of them. Center the cursor and push
to uncover a constellation and hear its story.
You can discover 2 stars on each opportunity, and you'll have to come back to Mr. Chazokov every two days (Days 4, 6, 8 and 10) until you find a total of 8 stars.
Finally, during the Epilogue, you must talk to him once more, find the last star and receive your achievement.
