In chapter 5 - The Aqua Capital.
During this chapter you will come across a wine cellar area, which is right after a brawl with Gaja's *snakelike fiends*. In this area you can get the flame phoenix scroll by heading right and getting a key to unlock the area of the flame phoenix scroll *very hard to miss unless you run through this area and drop down to the next*. Once you have it, use it and viola, you get the chievo.
Alternatively you can beat chapter 5 and purchase the scroll during chapter 6.
