I can't get this to unlock, I've counted to 100 times in front of the monolith and done it a bunch more without counting, and nothing, I had similar problems with the Lunar kills and with Fire Wheels, though both of those unlocked eventually.

Is your Ice Storm Ninpo at Level 3? Some people have been saying that it has to be to count for the achievement. If it isn't, try waiting until you get to the 3rd one of these monoliths and do it there instead
