The Mystic Art for the Tonfa is obtained in the same way as every other weapon, which is by getting 500,000 proficiency with it and completing the Dojo mission.
I recommend farming Greater Demon Hunting on Way of the Strong as you should get around 70,000 Proficiency each time and it is very quick. Once you have done this you will have to complete the corresponding Dojo mission then unlock the mystic art in the skills menu.
