The entire Frozen Hearth DLC is tied to a new area called The Coliseum.
Location of The Coliseum:
To unlock the Killer Bee you need to gain 14 medals through various trials and then enter the 3rd room in the main area. Talk to the character just as you enter and you'll complete a Quest. Open your menu, turn in the quest and you'll unlock the Killer Bee.
Unfortunately you can't gain progress on Form-specific Quests while in the Coliseum so you'll have to grind these new forms out in the main world.
