This will probably be your first achievement in the DLC.
The entire Frozen Hearth DLC is tied to a new area called The Coliseum.
Location of The Coliseum:
To unlock the Mechanic you need to gain 6 medals through various trials and then enter the next room in the main area. Talk to the character just as you enter and you'll complete a Quest. Open your menu, turn in the quest and you'll unlock the Mechanic.
Unfortunately you can't gain progress on Form-specific Quests while in the Coliseum so you'll have to grind these new forms out in the main world.
