Why fight and deal with difficult dungeon conditions when you can just run through and beat NG+ in under 4 hours?
Assuming you have every form S-ranked already, you can run through every dungeon and skip most of the enemies using this build:
Form: Ghost
Passive:
Spooky (locked)
Scavenge, switch to Hardened Shell for 9999 Damage dungeons
Horsepower, switch to either Magic Life or Mermaid's Resolve for Signature Hits Don't Regenerate Mana dungeons
Zomnomnom, switch to Poison Dampener on Status Duration dungeons
Active:
: Boo (locked)
: Ethereal
: Gallop (for Impact) or Holy Light (for Light mobs)
: Dodge (for Sharp) or Water Spray (for Light single enemies)
The goal is to run through dungeons as quickly as you can with Boo activated (to keep generating mana) while holding down to keep Ethereal up. This allows you to run to staircases and clear floors or double back and and grab keys if necessary. Change your passives as described above based on the dungeon modifiers. Use Hardened Shell on the x9999 dungeons just in case you take a random hit, but even if you do it's not a big deal since each dungeon takes 5 minutes or less using this method.
There are only a few instances where you will need to fight enemies:
1. Rooms where spikes come up from the floor and you're locked into a fight
2. Floors where you have to kill x number of enemies to unlock a gate
3. Dungeons where you have to break wards to regenerate mana
4. The boss room of each dungeon.
For those above instances, if the enemies are weak to Dark, you're already going to hurt them with Ethereal. If they're weak to Impact or Sharp, using Gallop or Dodge lets you quickly knock out their ward while barely leaving yourself vulnerable, and then you can go back to Ethereal and finish them off. Holy Light works great for enemies weak to Light, but there were a couple instances where I was low on mana and found Water Spray was more efficient to use. Either way the strategy is the same--keep your mana up, knock down wards quickly, and keep using Ethereal to kill everything.
EDIT 3/28/22: In the comments, GrowShah recommends using Mana Shield and Melee Mitigation in the All Healing x0 dungeons if you're unable to run through and avoid damage using my suggestions above.

According to user GreyQuotient649, it is absolutely possible to join someone else's NG+ and have them beat Calamity for it to count for you as well. Thanks for the heads up!

I'd recommend maxing out the following things before starting NG+, it made the run easy enough without much trouble apart from the dungeons with healing modifiers. To get the required abilities and passives would mean levelling up the other forms to at least B which should be done already if you're going for the max rank on all forms achievement.

Just 100% and would recommend:
Necromancer (Highest HP and 2nd Highest MP)
Passives: Blood Pact (default), Magic Life (HP is used as MP when none), Zomnomnom (HP steal) Steel Plated (Dmg reduction & thorn)
Abilities: Necrotic Lightning (default), Ethereal (Invincible & Dmg), Hat Trick (Familiar), Holy Light (AOE)
On 9999x dmg dungeons, switch Steel plated to Harden Shell (1/6th from single hit just in case). Hold ethereal all the way to the boss battle then holy light and ethereal again until safe. Your 7k+ HP should last long enough with Magic Life, but you can hit pots on the way or send Familiars if you need MP or HP. You should kill the boss instantly while staying invincible. If the dungeon forces you to kill enemies to open gates, Familiars can do sharp damage, ethereal can do dark, holy light can do light, and you can switch to Ravager Rocker for Blunt dmg.
Strategy for the whole game including NG+ was spam familiars to do all the damage and take all the hits while I hit and run to regain mp and hp from regular attack while occasionally using Holy Light. If I was in any trouble which I was never in, I can ethereal through them to give myself space to hit them or pots to regain my hp/mp to repeat the whole process again.

I used Ghost form with Ranger's Dodge to quickly travel through the map & dungeons. Took me 4 hours to complete NG+.

Note: you can skip the entirety of your NG+ playthrough by finding someone who has already completed it and join their game. You can then just defeat the final boss again in their game and you'll unlock this achievement, eliminating the need for a full second playthrough.

As far as general builds, this will vary based on playstyle, but here is what I used for almost the entirely of my NG+ playthrough:

Before starting your New Game+ playthrough, you should do the following on your normal playthrough:
- Collect all 35 mana fairies to maximize your mana (Fairy Conservationist (90G))
- Level up all Forms to S rank (Super Wiz (100G)) so they're all free to use four passives and you have all of their abilities available
- Unlock One of Everything, Please! (15G), because the shop doesn't sell Stars in NG+
- Reach max rank in all three Guilds be completing all of their quests, because enemies will all scale to your level in NG+
NG+ has three major changes:
- All enemies always scale to your level. This isn't a huge deal since you're fully upgraded by this point.
- Dungeon modifiers have been rerolled. More on that shortly
- Stars are no longer awarded for completing challenges and quests, nor can you buy them. The only way to earn stars is to complete dungeons, and you'll need to complete every dungeon in the game to complete the story
- Damage x9999 - equip Hardened Shell so you can take six hits (fully upgraded) before dying. Also equip Zomnomnom to regain tons of health when you kill enemies
- No health drops - equip Zomnomnom so you have a way to regain health. Using Bless Me (Monk ability) is also a good way to get health if mana is plentiful
- Exploding corpses - equip Ranged Resistance to help negate damage from all of the bones flying at you from exploding corpses
- Status effects x5 and Status effects last forever - equip Poison Dampener to negate poison entirely. Otherwise, you'll have to just be careful if there are fire breathers
- Increased baddie damage of any sort - use either Melee Mitigation or Ranged Resistance as applicable
As far as general builds, this will vary based on playstyle, but here is what I used for almost the entirely of my NG+ playthrough:

The main difference between NG+ is the auto-leveling of opponents.
If the opponents in NG are much lower in level than you, then the progress of the tasks will not be counted.
So looking for the lobby at the end of NG+ may help with this particular achievement, but may slow down everyone else.
