In Act 3, during the sequence where you are driving the boat, from where you start immediately go down and when the sonar pings, dive and get the beads. Now drive the boat up to the intersection of the Interstate Canal and turn right, following this path all the way to the end until you can go down into a small open area. Here, get the sonar ping and dive, and throw the beads when prompted.
