Chapter 1, right at the start of the game.
First of all pick up Monkey from your room, he's probably not required but will help in the fight (and teaches you the basics for fighting, and you can unlock the following)
When you leave your house you'll be on Apple Street. Go to Dimes Discount.
The first time you try to go to the gas station you'll encounter Troy. He won't let you in the gas station without getting him pills. Choose conversation options to provoke him.
Your final conversation choice here is to 'Fight' or 'Leave'. Choose 'Fight' and win to unlock this achievement.

Didnt work for me. Apparently the conversation options I chose were not good. If I try to go back to the gas station, Troy only tells me to "get lost". Any ideas?

You will not get the option to fight Troy unless you have uncovered enough information about your mom/brother at this point. Make sure to first explore around the house, hitting all the points of interest, and to follow each lead in the mind map to its conclusion, particularly so you are aware of the "pills". Then when you talk to Troy, choose:
"Wow Troy... you look like shit."
"My mom just died. Thanks."
"...You're trolling me about my dead mom?"
"What kind of shit?"
"That sucks."
If you have enough information, Troy will mention the pills, then you will be offered the option to fight him.
If not, he'll tell you to get lost, and you should be able to load the latest autosave, which will be at Dimes Discount, before you started the conversation, and you should be able to go gather what you need to get the correct end to the conversation.
