When you are in Sarpy Paperbacks, Crouton the cat will be on the counter. You can try to pet him to trigger a multi-stage minigame. If you complete all five stages, he'll launch through the ceiling for...some reason and the achievement will pop.

This achievement and
The Secret Achievement achievement in NORCO worth 57 pointsContinue playing to unlock this secret achievement
are mutually exclusive, but you can get both by making a save prior to starting the process.
In Act 1, travel to Sarpy's Paperbacks. Interact with the front door.
Make a save here.
Click on the cat and progress through the dialog until you get a hand icon on the cat. select this for a set of memory matching puzzles. After each puzzle, the counter on the register will increase, and the puzzles will get harder. If you make a mistake, the counter resets back to 0. You must complete 5 without making a mistake for the achievement.
You have a limited time once you start a puzzle to complete it. You can not pause, home button, or dashboard during a puzzle. The cursor moves very slowly, so on the later puzzles you can run out of time if the sequence is spread out.
You can, however, make a save after each puzzle and the counter stays where it was. Do not save over the previous save or you will lock yourself out of Cats and Dogs. Complete the puzzles and reload your first save.
