During the first sequence where you play as Catherine, outside of the Curious Duck make sure to give your last dollar to the Santa Claus in the street. Later, after gaining access to the Mall, continue through until the hallway just before the guard at the door and speak with the Garrett on the left. He will ask Pawpaw for drugs. Go back to Downtown, then talk to Santa Claus again and he will give you the downers.
