Having trouble with this, I have collected the third symbol but hollygrove is not on my map.

I think you have to ask the guy (Dallas?) what he would rather be doing when the conversation option pops up, and he talks about his family, putting them on the map.

Confiming what InDetFilms said. That conversation takes place once you reach the roof of City Hall.
