How to unlock the Meter achievement in NORCO - Definitive Guide

In Act 3, when you get to the fishing village go to the bottom unit and continue to knock on the door until the researchers let you in. Talk to them until one of them gives you the meter.

In case anyone else has this problem, they don't open the door unless you speak to the fisherman at the dock first.
