After getting the meter from the fishing village researchers, head to the middle red X on the map with the boat (you get the coordinates from interacting with the superduck head drive on your phone earlier). Here you will find the remains of super duck, use the meter on them BEFORE using the eyes to get the reading for the Network Trouble achievement, then again after in order to get the reading for the Terminal Network Meltdown achievement as well. Return to the researchers and give them the meter to unlock both achievements.
